i made the bakground little blurry ,
did all kinds of weird stuffs with the scan( i love this scan of cagalli)
and added white dots, just like that
that's it :)

    I must admit I like how you focused Cagalli here. the scattering spots and faded really did a nice effect here, but maybe the background should be a little less blurry.

    mmm... I love the scan and the background... the blurry effect looks nice.

    although... it may be only me... but I think that the char doesn't blend into the BG much...

    The background is very dreamy. I think the blurring was the right thing to do. Cagalli blends in well with the background, but I think the bubbles are unnecessary. Anyway, good job.
