I know I've seen once a wallie with the similar drawing style but I am sorry, dunno the category or artist either ^_^"
This wallpaper is really wonderful and spreads out a magic, kinda wintery atmosphere. The blue colour fits perfectly to them and the light effects are great and blurring well-done into the whole bg.

Awwww! I kinda liked it a lot! The colors are very soothing and the background and effects are truly dreaming... The scan is apretty image but it's a little tooo blurred... I didn't liked the blur. But it's very cute!

I want to correct the artist. The picture, I'm pretty sure, was by the artist of this site ---> kei-garou.net/ I think the artist's pen-name (or name) is Kei, but I'm not 100% sure.
