I would have to agree with CosmoStar with the outfit Hikaru is earing here - very reminiscent of the attire worn in the "New Romantic" period. Very cute nonetheless.
And annother thing, IzumiChan is right - she is standing in front of a ship (the numbers painted on the side is the Plimsol measurement line used to determine how low the ship is in the water when it takes on its load of cargo and/or passengers).
