Aha! Well, this too isn't my scan. I found it using Google so, I don't know the website. And it was so long ago I don't remember.
I wanted to make a fire theme because I thought it would match the picture. So, I used a brush tool at 35% opacity and painted light yellow squiggles. I then added the layer style outer glow (Orange) and inner glow (Light yellow, at center). It had the colors of fire but not the shape. So, to make it look somewhat like fire I used the filter "ripple, wave, and shear" to give it it's shape. It looked like fire but I didn't know what to do with it. I decided to copy and paste it and flipped it horizontally to make a symetrical fire design. But it still didn't have much effect. To make it look interesting I distorted the shape to make it look like it was fading into the distance and changed the color. I copied the layer, flipped it 180 degrees and changed its color again. It looked like parrallel elements. Sort of like burning clouds passing eachother. I thought the idea of a world where energy is constantly discharged was cool so I added the lightning. Then for the background I used the FLOOD plug in and made a purple water effect. For the fade of red to purple I used the gradient tool. With that layer I applied an image with the merge set at multiply and adjusted the colors to match well. Well, I tried my best at it. It's different from what I normally see in wallpapers but hope you like it.
