It's a scan of an anime ad with all the text edited off. It's from the manga Busou Renkin, which is currently being made into an anime and is premiering this Autumn.
I don't have a clue as to what show this scan is from. If anyone could help out, it'd be appreciated. Not my scan. Found it on Ranobe.

Well I guess Shinji said most of it. It's indeed from the manga Busou Renkin which is being made into an anime my Xebec ( so it's expected to be good ) I like the anime version of Kazuki ( the guy in the middle ) Oh I can't wait for it to arrive ... owwww ... XD ... hehe, gomen, but I'm a really big Busou Renkin fan. Anyway, thankies for the scan. I've seen the image a couple of times yet, but I really wanted a larger version, so ...
