I know I have to make a wallpaper out of this scan. Meer look so sweet and innocent in the scan. I'm not a big fan of her, though.

The Process.
Extract the scan
Using brushes to paint the background.
Using grungy brush with text and set them at 2 corners ( Blend mode : Soft Light )
Added the borders on the next layer ( Blend mode : Soft Light )
Dirt Brushes on a new layer ( Blend mode : Overlay )
Added the text ( Blend mode : Overlay )
As a final touch, my favourite text overlaying each other effect.
