Nice one.
Since you asked for comments I'll try my best. There is still room for improvement, however, but merely on the physical dimensions (the face is a bit angular and the right shoulder doesn't look quite right). This will get better only with finer tuning your eye and with practice.
General pitfalls in drawings are usually joints and the bone and muscle structure. With the face you must just copy and practice the anime stylizations. The clothes and coloring looks particularly good.

Reminds me of myself a few years back...
Since this is an existing character-only attempt, I would say that there is much left to be desired.
Proportion-wise, it is there, however, it is not really "Rozen-Maiden-ish" enough.
How do I define that? Well rounded baby face, wider eyes, rounder limbs, and of course, a head bigger than a normal person's.
One more thing I'd like to point out is that it lacks the life and the Suigintou aura. Work on her attitude and give her that Suigintou smirk.

Very nice! the body structure is very nice! i love the shodowing and the dress is perfect.the face is ur problm...
its very nice attempt but its to small for an anime character. needs to be bigger...
the way i delt with this problm is i tressed tons of anime characters untill i got better.
u should try it!
