It may look like they are at a wedding, but this was taken from a copy of Newtype magazine around early-mid 1994; around the same time the OVA series of "Ah! My Goddess" was released. If i rember correctly, the series had won the award for "Best OVA of 1993" by Newtype themselves. And the way they celebrated their success was to have all the major characters involved in the series dressed in a way that they were at some major awards ceremony - bit like anime's version of the Oscars.
