I assume this was a promotional image for the OAV series? It appears Ifurita has found bliss on Earth, after she lived in so much ugliness on El Hazard. At first I thought this was an anime character composed over a photograph, but the mountain scene was actually painted.

Actually this was a promotional poster for Mitaka City Municipal Water Works. An employee there was a big fan of anime and he managed to get permission to use various anime characters for use in promotion of his employer. One of which was this. It is quite a rare poster to get assuming you can get one.
The caption on the bottom read: "Be considerate of nature's gift. Mitaka City Municipal Water Works."
