No, I think it's Katsuya and Kyoko, Tohru's parents. See the butterflies on the girl's clothing? a reference to Kyoko's name as the Red Butterfly.anyway, that's a pretty scan, where did you get it?
the background is nice, it fits the mood, though the stars are a tad too big/bright...
