Overall, it looks good. The sparkles in the top-left corner is a bit much and distracts, though.
BTW, she is from the game and anime series Pia Carrot.

She's really pretty. I think you did great for your second time, although you could have used less effects.
the sparkle effects on the face spoils it all. nuff said.
the rest is good.
Too much sparkles. I think you are trying to create dreamy magical atmosphere, but the amount of sparkle just made it look like someone did an erase operation with a weird brush. I think the dark sparkle further compound the effect.
