It's Sayoko from Aa My Goddess. The original image is a bright scarlet dress, but blue works just as well...
beautiful job on this one blue-chan! great choice of color and the shading! i'm not too sure about the ball-y things around the neckline of the dress, but a great job overall! keep it up!

nice highlights too. You could work a bit more on the eye, but it's all fine.
