If I am right, that picture is from Vampire Game by: Judal. It's a manga series I've been reading. It's Princess Ishtar(white wings) and Duzell(black wings)
I'm actually kind of amazed to find a picture from Vampire Game, it doesn't happen very often.

I'm going out on a limb to say it's a doujinshi image of Rinoa from Final Fantasy VIII. The blue outfit, the big clunky boots, the hair... it all looks about right to be her. And the wings are from the wing design on th back of her dress; well, the angelic ones anyway :)

TerraValentine is correct. It is actually Ishtar and Duzell from Vampire Game. Not Rinoa and her male counterpart. Though I can see how the error can easily be made...
