my 2nd wallpaper after so long... this time i hope it's better than before. i been checking out lots of tutorial sites and all... though this is rather simple, but there's a lot of work involved.
took me about 5 days to finally complete it. the thing is that i've got to flatten the image before i put in the lens flare and after which i just absent mindedly saved that! >=0!
-_- so now i've only got the flatten version! no more layers! x_x
this wallpaper is especially dedicated to the guy that i loved. he likes tessa san a lot. so i wanted to do something for him. hope he likes it.
scan is not mine. i've downloaded it eons ago intending to do something with it. ended up with this simple wallie. i believed this was a vector done by someone. if it's you, do let me know & i'll credit you. thanks!

I think you used too many of the light effects. It seems quite cluttered rather than truly mimicking the shimmer on the water. If you reduce the number of those, I think it would be much better.
Also, I think there's a general white gloss look to the wall. It's as if a hazy white filter was placed above it. Perhaps that's just me.

very simplistic, the wall is a bit as what eternal paradox has metioned, cluttered with the sparkling effect, which has limited its true beauty to mimic the ocean sprakle or sprays.
overall, the sky is well done, very balanced and you have placed the vector in the right side, making like she is looking into the sky above, very dramatic in an artistic piece.
I can tell that you have had a lot of time to work on this and i am glad to see that you dedicate this to the person that you loved. Overall, I give a 7/10 well done still. I am adding this to fav.

Love the backdrop too. It looks like it is from a painting with the type of style you did. Nice! And I do agree with Devildude with the placing and size of the scan. It is dramatic =) -
Very nice. I like the sparkling ocean and the light blue sky. Although the horizon where the ocean and sky meet is rarely such a stark contrast. But, still a nice job. Tessa, of course, is completely awesome. And a picture of her with an ocean back drop is very suiting.
