Just in case you dont know, this girl is Misuzu Kamio.
I like your shading.
I like the feathers...same as KEY's style.
One very important thing though...her eyes are way too small!
Her uniform needs more ripples and folds to make it look believable.
Clothes also needs thickness.
Her eyes are not drawn in the anime style also.
Her hair is not bad, since you captured the effect of the wind, but her hair style is not right.
Try looking closer at your reference and take note of the details. That way you can bring out the character's personality more easily.
I can see talent in your piece. work hard and i wish you all the best.
