I'm pretty sure its pia carrot anyways. I'm less familiar with this character since it was from Pia Carrot 2.5 which wasn't released on the PC (as for as I know). Someone will have to fill in the blank for me on this one. It isn't from the original artist but it looks very nice. Source: imgboard (not my scan).
