    I think that is Lacus in Meer's costume. There's the clip and if that's Meer, she wouldn't be shy. That's Lacus alright.

    I'll have to agree with volrath77. It's most likely Lacus wearing Meer's costume and feeling all shy about it. Though this version of Lacus is much bustier than the real one. LOL! She's almost Meer's size in this image. Also, Lacus isn't really the shy type. In the original series, she stripped out of her skirt right in front of Kira! Oh, well. It's a really nice pic so thanks for sharing it, DojHiko! Great find and it's going into my favs! Thanks again and take care!

    I think it's lacus...cuz mebe it's jsut me but meer's hair isn't that wavy/curly and it's a duller shade of pink

    downstairs the hair is curly... And
    hair clip is different from Meer's

    Yay~ It's Lacus as Meer~
    As volrath77 and andrewong1980 said, her clip is different and the expression is un-Meer-like.
    Also as saori2216 said, Meer's hair is straight and a brighter pink.

    This is Lacus! The hairclip and shy expression gives it away. We've all seen Meer bounce around in that outfit, she wouldn't look like that.
