The girl is from an rpg called mabinogi...but she certainly doesn't look like a figure out of welsh mythology to me, so go figure. The background is a mandlebrot fractal with inside and outside orbit trap coloring (if you've ever used Ultra Fractal 3, and you should, you'll know what i'm talking about) then slapped into photoshop where i basically hid almost all of its fractal like properties under a screen of white on black plasma effects then blended into that red/pink/black fractal base
