Although, allow me to critisise and give you some adivice.
The background seems kind of nice, although it also seems a bit dull, my overall mark for that would be 5/10.
The scans should be clean, and they seem a bit in bad condition, try cleaning them or perhaps vectoring them(even though it's hard)<--though you do specify they are vectors even though they do not seem like ones. I give them a 4/10.

Hmm, critique is coming hard but I think it is because they believe you can do better next time. More than once I've heard other wallers having difficulty with vectors and you're no exception. So, how many hours were you forced to spent cleaning up? ^_^'

i'm sowwee dufoe .. but it doesn't look very much like a vector to me. it looks more like you re-cged part of the scan.
the concept ish not bad. looks dark and sets the atmosphere. though i don't reallie like the blurriness, it puts up with the sad mood even more.
but i think you could do better with the extraction. some part of the hair looks a lil jagged and ichigo's neck look somewhat "dirty"
bg ish not bad :) though maybe you could do more with it. like add the moon's reflection, etc :)
nonetheless .. it's a good job with room for improvements. keep it up !
Dude, you are freakin' amazing. If you want, I can set ya up with some Bleach music. I can get you *~Asterisk (opening theme), D-tecnolife (opening theme (I think)), and Houkiboshi (closing theme (I think). Those aren't the only songs I got, but if you want them I can give them to you (actually I could try and e-mail them to you or just tell you the site I got them from if I can't find a way to e-mail them to you).

Background is a bit too simple. But! I'm thinking that you're trying to make a wallie of the moon behind Ichigo (His name is Ichigo right?) With a picture of Rukia behind, as if Rukia is missing Ichigo, and you want a background... cliffs/mountain and horizon? Well, it's best if you can add in a little clouds next to the moon, and try to make the moon a little brighter. And for the scans, lower the transparency of Rukia so it doesn't look so strange, as if Rukia appear out of nowhere. ^^
