overall concept is nice ventures ^^ like the starry bg and the clouds. the bubbles are a good touch too however the scan seems quite blurred, maybe copy image layer and try to overlay with smart blur and soft light.

What a cute wallpaper! I love the bubbles - we need more bubbly wallpapers! The background looks perfect but I have to agree with everyone else on the scan though - it seems a bit washed out. Try replacing it with the one from the gallery and adjust the colors, that might help it blend with the background more.
