Just a guess, but it looks an awful lot like a fan rendition of Squall and Quistis from FF8.
I have no clue who these two are but I really like this picture. I think the guy is hot and love his outfit. If anyone knows where these two are from please tell me! This isn't my scan and can't recall where it came from, sorry!

Actually, I think the characters are from one of the Persona games. The guy (and his uniform) look familiar.

Sorry but you insulted me and Kazuma Kaneko, these guys are from the play station game Persona:Tsumi (Innocent Sin).
The guy is Tatsuya Souo or "Ta-chan", the girl is the energetic martial art loving idol Lisa Silverman or "Genko".
Please change the category ASAP. And if you haven't played the Persona series then you really should.

These are Suou Tatsuya and Lisa Silverman from Persona 2: Innocent Sin (Tsumi). Somebody please remove the Final Fantasy VIII and Square Enix tags from this picture. It's causing lots of misunderstanding.
