Sorry but that's not Ginji.
That's the fourth king of the Bolts (or Volts). I don't remember his name. He appears in the anime in the last 10 chapters, I think.See you soon.

the guy's name is Masaki Kurusu - the last of the four Kings of the Volts and his technique allows him to control light
