I believe this is the main character from UFO Princess Valkyrie (which I've never watched). I got the character PSD from Ningen's Anime Wallpapers (thank you!) and made the background from scratch by playing around with brushes and filters. I thought it would be nice to use a blue-ish theme since it's summer, and where I live it's really hot! So stay cool everyone!
