and put the bars behind the chara. that will give emphasis on the chara and not so much on the text.

all those stars look nice but are too bunched up together
and maybe add more texture to the planet
but the title doesn't really match up with the bg
there are no butterflies
maybe using a butterfly brush and putting some on would look nice ^-^

Pretty sparkly wallpaper here although I find it interesting that you used a character holding parasol for what appear to be night background with moon. Also the planet (moon?) looks little too blurry for me but if you liked it as is then that's what matter.

i agree about the bar part but every-thing else look's awesome i like the extraction on the star's.and the bg is really pretty

Very nice, as always. ^^ Bg uses nice colours and effects. But the lines around the words going through the girl makes it slightly less pretty.
