Ichika Tachibana, from Uta~Kata, in her "Sun" costume, seen in episode one, costume designed by Megumi Kadonosono, who just happens to be the character designer of the same series. However, this is an artwork by Uta~Kata director Keiji Gotoh, an interpretation of his wife's work (yes, Gotoh and Kadonosono are married).

I've heard for a long time that they are married, but I've never been able to find out where this information comes from or get any official confirmation.
I still think that serires-specific works should go under the series gallery where people are more likely to look for them. The series galleries usually contain a lot of unofficial art such as doujin scans etc and there is still a Gotoh artwork in the Kiddy Grade and Uta Kata sections (some if it is mine, although I could swear I originally placed it here since I figured you'd move it here if I didn't) -
