i really want to know if this is ok... or just too bad to be a vector art....

cute vector! As for a comment, I have to say that the lines are a bit jagged & thick(yeah, I had the same problem back then)! try practicing w/ curving the paths! overall, It's a very nice start for someone that tried vectoring for the first time! keep it up!
I don't know anything about vectoring, so I am sorry that I can't give any advice.^^
But I think I should leave a comment as I have downloaded it.

lol! First try! At least you ddin't try your first vector on something hard (I should've done that when I was so inexperience).
Pretty much I think the colours may look kind of funny on Shinn's face.
For a first try you've done well. The colors are just the right touch for the chibi Shinn. He's so cute. Glad you first tried vectoring on Chibi. Keep up the good work.
